WASHINGTON - The Taxpayer Advocacy Panel (TAP), a volunteer group that
works to improve customer service and satisfaction at the Internal Revenue
Service, released its 2004 Annual Report today highlighting important
actions of the Panel and summarizing its 84 recommendations for improvement
in the way the IRS does business.
Among the recommended improvements are:
- To establish a standard for measuring competence
of tax preparers and to delegate the responsibility of certifying and
registering all tax preparers to National Tax Associations.
- To eliminate the option to apply for Refund Anticipation Loans (RAL's)
through the IRS FreeFile website.
- To clarify the tax filing year for both fiscal and
calendar year filers in the Electronic Federal Tax Payment System (EFTPS).
- To communicate to taxpayers that newspaper carriers
under the age of 18 are not subject to self-employment taxes.
